Project Overview and History
The 18th Street Streetscape Project includes the 18th Street corridor from Florida Avenue to Columbia Road in Adams Morgan. Now in the design phase, this project is the result of several years of planning, preliminary engineering, and public outreach focused on pedestrian, transportation, and landscaping improvements. This project is being conducted by the District Department of Transportation (DDOT) Infrastructure Project Management Administration.
Beginning in 2003, DDOT began to engage the community, stakeholders, elected officials, and neighborhood organizations in the planning process for reconstruction of 18th Street in Adams Morgan. A Steering Committee was formed, which included residents; small business owners; Advisory Neighborhood Commission (ANC) commissioners; and leaders of local civic, non-profit, business, and school associations. Members of the steering committee voiced comments and concerns representative of community interests. Two focus group meetings were held: one included neighborhood business owners, and one included the Spanish speaking community. Four additional meetings were attended by the general public. Community members shared comments regarding the project via public meetings, email, phone, and through the project website.
In March 2006, DDOT finalized the 18th Street – Adams Morgan Transportation and Parking Study Final Recommendations Report. The study was prepared to address neighborhood concerns ranging from traffic speeds, volume and congestion; lack of available parking; and pedestrian and bicycle safety. Following the release of the report, DDOT solicited further public feedback.
In September 2007, the Advisory Neighborhood Commission (ANC) 1C Adams Morgan approved a resolution to support the project. The resolution was named the "Mall on Adams Morgan Resolution", because the ANC recommended that pedestrian and bicycle safety be given first priority in the design of the project, and use of 18th Street as a thoroughfare to other destinations be given secondary priority.
